Cleveland Community Risk Register

The Civil Contingencies Act 2004 placed a duty on Category 1 responders to assess those risks that potentially present a major hazard occurring within a five year period in their resilience area. The inclusion of these hazards does not mean that they will materialise, or if they do; that they will occur on a scale outlined in the assessment.

All risk assessments consider the potential for an event to occur, and then list the controls that mitigate or remove that risk. Typically, these include plans that are regularly exercised to improve emergency response to an event. Protocols and procedures that reduce such risks to a manageable level, and education of the public through warning and informing programs.

The Cleveland Community Risk Register is a collaborative effort by Category 1 and Category 2, responders. (Representatives from the Emergency Services, Local Authorities, Utilities and Government Agencies). Their aim is to produce a comprehensive list of recognised hazards to the general public within the Cleveland area; both those defined by national guidance, and those identified by responders as common to the area of Cleveland. ( Defined by the Cleveland Police Force boundaries) Included in this list would be measures in place to mitigate those risks as far as is possible.

The document is owned by the Cleveland Local resilience Forum (LRF) and is considered a dynamic document in that the assessments are continuously evolving in response to new hazards or controls that may further mitigate any hazards. It is maintained on behalf of the LRF by the Cleveland Emergency Planning Unit. Within the document is further information, along with links to relevant sites that may help in developing an understanding of the risks.

The Community Risk Register is there for YOU!

For example; if you feel that flooding in your part of Cleveland may be a risk, follow the links to the Environment Agency Website to find ways for you to help yourself. If you own a business, are there any hazards in the register that you may need further advice on in order to build on your Business Continuity Plans. Or indeed discount, as they are not relevant to you
